Worum geht es
What does Extended Producer Responsibility (EPR) regulate?
The principle of Extended Producer Responsibility (EPR) is intended to ensure the collection, sorting, recycling and disposal of various types of waste such as packaging, waste electrical and electronic equipment, batteries and other waste streams. EPR obliges the manufacturers of these products to take responsibility for the entire life cycle through to correct recycling.
The European Commission’s proposal for an EU Packaging and Packaging Waste Regulation (PPWR) aims to promote the transformation to a circular economy through uniform Europe-wide requirements for the sustainability and labelling of packaging as well as the collection and recycling of packaging waste.
In order to provide the waste management infrastructure, companies that place packaging or packaged products on the market must not only pay financial contributions to take-back systems, but also fulfil complex registration and reporting obligations.
Legislation in Europe is not yet standardised and national regulations are rapidly becoming stricter. Companies often lack the resources to familiarise themselves intensively with all markets and maintain an overview of the various strict regulations.
What are the EPR challenges for your company?
Several challenges need to be overcome in order to make a company fit and compliant in all areas of the EPR. These are, firstly, the appropriate resources that must be available to fulfil the EPR obligations and, secondly, sound expertise with international foresight.
It is important not only to keep an eye on national legislation, but also to observe international trends and environmental policy developments and draw the right conclusions for your company in order to make any decisions that will ensure economic success.
This is because non-compliance with statutory EPR obligations can usually result in severe penalties and other sanctions – in the worst case, a sales ban. The fast pace and changing dynamics of European environmental policy can be further hurdles that many companies often have to contend with.

Registrierung und Mengenmeldung
Registration and quantity declaration
Companies that place packaging or packaged products on the market must also fulfil a number of registration and regular reporting obligations as part of extended producer responsibility. In some countries, it is necessary to register in the national producer register and apply for a registration number. Packaging quantities that are placed on the market each year must also be reported, as must SUP articles or electronic and electrical appliances, which must not only be reported to a take-back system at legally defined intervals, but often also to the producer register.
