Legal framework conditions in the Circular Economy
Companies around the world have to fulfil more and more regulations with regard to the packaging they put into circulation. Each country has different legal requirements for placing packaging on the market, collecting, sorting and recycling it.
At the same time, requirements resulting from Extended Producer Responsibility or the PPWR are becoming ever stricter. These complex directives and regulations can be integrated and implemented differently due to national legislation, cause confusion or even result in severe fines for non-compliance.
What’s behind EPR, PPWR and DRS
Extended Producer Responsibility (EPR) is a concept in which manufacturers are responsible for the entire life cycle of their products, including disposal. The aim is to create incentives for more environmentally friendly packaging and/or product design and to minimise recycling and disposal costs.
The EU Packaging and Packaging Waste Regulation (PPWR) aims to reduce packaging waste and promote the use of sustainable materials. It requires packaging to be reusable, recyclable or compostable and includes requirements for the design and use of packaging.
This regulation is a central component of the EU strategy for a functioning circular economy.
A centralised deposit return system (DRS) is a system in which consumers pay a deposit for certain beverage containers, which they receive back when they return the empty containers. When the PPWR comes into force, the introduction of a deposit system for single-use plastic drinks bottles and metal drinks containers will become mandatory for all EU member states.
